Tariff classification for cross-border products

Assemble composition, use and import records for a customs specialist's classification review.

A review of import costs should show how each charge arose. Classification, value, origin, freight, duties, taxes and broker fees belong in separate parts of the record.

Start with the entry documents

Collect the commercial invoice, product description, purchase terms, freight documents, customs entry and broker invoice. Reconcile product quantities and currencies. Mark differences for review before using the shipment as the cost baseline for another order.

Review classification on product facts

The USITC classification guidance explains the legal rules and notes used for US entries. Keep the proposed code and rationale with the product's actual composition, function and presentation.

For Canadian imports, the CBSA advance-ruling guidance describes a process for product-specific tariff classification questions. A supplier's export code should be reviewed against the importing country's requirements.

Review origin separately

The place goods ship from does not settle their origin. Use CBSA's origin guidance to identify the basis and proof needed for a Canadian preference claim. Ask the relevant customs specialist to review other destinations separately.

Build a transparent landed-cost record

  • Product purchase cost and currency.
  • Freight, insurance and handling.
  • Classification and customs valuation basis.
  • Origin treatment and supporting evidence.
  • Duties, import taxes and other official charges.
  • Brokerage, storage and final delivery costs.

Label estimates and actual charges differently. Compare the customs entry with the broker invoice so an official duty amount is not confused with the broker's service charge. When a charge changes, identify the reason before attributing the difference to a tariff code.

Decide from the complete record

Compare potential routes only after their responsibilities and product treatment are clear. Correct classification is a compliance conclusion based on the goods; cost planning follows from it. Preserve the reviewed file so future orders use the same supported facts.
