Plan an NPN application around the complete product file and the applicant's ability to answer questions. The regulator's published service standards are reference points for its process, rather than a promised launch date for a brand.
Establish the starting facts
Confirm the product classification, application class, formulation, intended use, label text and evidence route. Identify who can attest to the information and who will obtain missing supplier records. Do not treat an incomplete draft as the start of a finished review.
Health Canada's current service standards distinguish application classes and decision processes. Use the current table when making an internal plan; an older article's processing period may no longer reflect the policy.
Plan for review and correspondence
Administrative screening, regulatory screening and assessment are separate stages. The screening and assessment guidance describes completeness expectations and information requests. Assign someone to monitor the submission-specific communications and route each question to the right source.
Build an internal list of unresolved questions, requested records and response responsibilities. If evidence is missing, preserve that uncertainty in the launch plan rather than using a single expected decision date.
Keep external dependencies visible
Health Canada's review-order bulletin describes how workload and prioritization affect review order. Product-specific questions can also change what is needed during review.
Keep label printing, stock purchases, importer arrangements and Amazon listing evidence as separate dependencies. Revisit their timing when the regulatory status changes.
Record decisions rather than predictions
Save acknowledgement, requests, submitted responses and the final decision. Update the plan from those records. A product licence is the regulator's decision; the applicant remains responsible for accurate information and the attestations it makes.
